Superintendents and Legislators: Actors in the Educational Policy Process on the Kansas Stage

چکیده

The purpose of this study was to understand if the advocacy efforts superintendents had any effect during a recent policy creation. sought also influences state legislators consider in Kansas determining decisions they make when voting. Participants included seven school and eight legislators, all-active their roles 2015 Legislative session. In all, fifteen individual interviews were conducted, representation cover wide-range geographical, demographic, political affiliation. findings conclusions analyzed using theoretical framework from Murray Edelman, art conducting drama as metaphor for development action, provide implications advancing understanding theory practice advocating with legislators.
